      Four decades of experience under the UNECE Convention on Long-range Transboundary Air Pollution (Air Convention) have demonstrated that ratification and implementation of the Convention and its protocols reduces health and environmental impacts in a more cost-effective way than unilateral action by one country alone. The Protocol to the Convention on Long-Range Transboundary Air Pollution Concerning the Control of Emissions of Volatile Organic Compounds or Their Transboundary Fluxes (known as the Volatile Organic Compounds Protocol or the VOC Protocol) is a protocol to the Convention on Long-Range Transboundary Air Pollution which aims to provide for the control and reduction of emissions of volatile organic compounds in order to reduce their transboundary fluxes .

    International consensus on cross-border environmental issues has been difficult to achieve, but the year-old Convention on Long-Range Transboundary Air-Pollution (or LRTAP as it is known to development professionals) has enjoyed great, if largely unsung, success in the fight against air pollution and climate change. The Convention also led to cleaner air and healthier forests, soils and. After negotiations, 34 countries and the European Commission signed this Convention in in Geneva. Emissions are officially reported under the UNECE Convention on Long-Range Transboundary Air Pollution (CLRTAP) to the EMEP Programme (Co-operative Programme for Monitoring and Evaluation of the Long-Range Transmission of Air pollutants in Europe). The pollutants can be grouped into acidifying substances, particulates and ozone precursors.
